2004 2 stroke 3 cycl. slips at full power

The motor worked great then at full power it acted as if the prop was out of tthe water or slipping. The motor reved and the boat slowed. At 1/2 power it worked fine except when turning. I found a reference to glutch dogs but can't find out what they are. Does an outboard have a clutch? I installed a new prop, before this happeded, torqued to 55 fp.

Sounds as if your prop hub is spinning under heavy load.
Do you have another prop that you can try?

I took itot the shop and they pulled the prop and ears. Said I need the lower unit rebuilt, . I could see slight wear on the tips of the clutch dogs but it did not look that bad to me. How far do the clutch dogs engage? If it is just the tips then I can see repalcing them.
