cause I stayed at a holiday Inn once and I can read gobblty gook at the kareoke bar :)
actually the Yamaha diagnostic test lamp is commonly refered to as the "winky Blinky" as its a simple lamp system that can flash a code when attached correctly to Yamaha engine that has Diagnostic output avalibility.
those include EFI 4 stroke, all Z(HPDI) motors, the V76 series and the OX 66 EFI series.

91 250 has to be cranking at a minimum to get a readout.
running and warmed up would be better or odds are you will get a code 33.
codes will be displayed lowest to highest but only 1 code at a time, the first code must be repaired before any others can be displayed.

port motor flashes code 9 when its cold the blinks on and off when idling.

starboard motor, the problem child, just blinks steady on and off the whole time with no cold start. This motor runs like its always on cold starts and burns 3.5gph idling compared to 1.5gph on port.

now I'm really confused. help

as there is NO code 9 I suggest you either get the instructions on how to use the equipment or take it to someplace that can show you.
code 33 indicates its warming up and is simply the ECU is processing information.

Unfortunately most of my posts are made from my phone so details and searches are difficult.

My manual is LIT-18616-01-14 and on page 9-3 it states there are 11 codes and 9 is cold start which is what my port engine shows when it's cold.

There is no code 33 in my book. That is not to say that I don't have the wrong manual but it would be a strange coincidence.

Once again any help would be appreciated.

After hours tonight some new developments.

idling at 700rpm it burns 3.8 gph and blows fuel in the water

with fuel pump unplugged it idles at 900 rpm and burns 2.7gph with less fuel in water

with fuel pump unplugged and the fuel line between the #6 carb bowl and the electric pump pinched it idles at 1100 rpm and burns 1.9 gph.

For some reason there is fuel blowing through the motor and I can't seem to track it down. It might just be a carb rebuild or stuck on cold start.

Any thoughts?

I went back through an old manual, yes code 9 was in fact used on some of the older stuff, so you can get either a 9 or a 33.
have you tested the thermosensor output and the wireing back to it. the electric pump runs anytime the key is on, the ECU opens and closes the 6 injector solinoids based on commands from thje ECU, if the ECU says its cold the injectors add fuel, have you tested the fuel pressure regulator? never seen it but a bad diaphram is always possible.
at 68*F thermosensor resistance should be about 61KOhms and at 212*F about 3 K ohms.
a quick test is to unplug the sensor, hook the meter leads on the sensor terminals, start the engine, as the engine warms up the resistance should start dropping. should go from around 61K to about 4 K or so, if it does not either the sensor is bad or the T stats are bad. if the resistance changes start tracing wires back to the ECU for breakage.
if the electric pump becomes unplugged the timing should get fixed to 7* BTDC and engine speed should increase to about 1100.
remember the there are 2 temp switches and 1 temp sensor.
the knock sensor is a single wire sensor located on the stbd head down low, unplug it and timing is fixed again.

I finally figured it out! One of the fuel solenoids had 2 washers on it!

Now I just need to adjust all the carbs and linkage.

My manual doesn't say how many turns to set the idle mixture screws. Anyone have that info?

90-92 250, 3/4 turns out from lightly seated.
