Gear oil foaming?

I have an 87 cobra 3.0. Yesterday I fired it up for the 1st time this season. Gear oil was fresh as I changed it when I winterized the boat last fall. The boat started right up, but after I let it run for a while I checked the gear oil & it looked milky. I let it sit for a while so I could run some errands & when I returned the oil looked brand new. I suspect the oil is foaming up which makes it look milky. What would cause this? I wonder if the water pump is sucking air, but it performed fine & didn't overheat. I don't recall what brand of oil I used. Today, I'm going to reseal the water pump & see what that does. Any thoughts?

It's normal There is an air gap above the gear lube when the drive is full. Some of the gears are above the level and churn the oil.
