Anyway, it could be a couple of things. First make sure that with the key on (motor not running) there is no volts to either lower unit wire when the motor is in forward. It should have 12 volts to one wire in neutral and 12 volts to both wires in reverse.
If the shift switch is bad you may have 12 volts to both wires all the time. That will hold it in reverse.
If the switch & wiring is correct, the plunger in the oil pum could be stuck all the way back (reverse). Check out the wiring and let us know what you find.
