one other thing to check, disconnect the electric tach and see if it makes any difference, a bad tach could show up this way

Hey thanks Jeff. I had to work late tonight so unable to do any testing. I will try a lot of that stuff tomorrow. I will mention that when I bought the boat the tach was not connected to the neg side of the coil. I did buy a new coil and an electric conversion for my old point system. I think that will be a big help in the future even if it does not fix my current problem. Thanks...

So I fixed the initial problem of not getting over 1800rpm. Took the boat out to the pond to discover a new problem. I can't get over 3500rpm and the carb back fires and stalls sometimes. I also observed that just curising at 3000rpm that the motor just dies down 500rpm on its own the throtle is not touched or lose. I did observe that the vacuum gauge would only read 0-5hg during so called WOT which is only 3500. The origional problem was bad points thanks for all the advice and hope we can fix this one as well. sounds like vacuum leaks . depending on carb that you have it could be power valve in holley carb . popping back into carb usually indicates timing off. or plug wire to wrong cyl. check all of the plug wires for breaks and make sure that they are in correct firing order. in past i've seen power valves in holley carbs ruptured because of back fires. it's just a flimsey diaphragm that is very pressure sensitive any manifold backfire will blow them. good way to find bad plug wire is to run in dark. you will be able to see any arcing sparking to bad wires.
