my early merc has to have water out back exhaust to cool ,what year is it

I have a sailboat with a 40 outboard mercury motor. I just started the motor at my home for the season getting it ready to put into the lake. The motor starts fine with water being run from a garden hose with motor muffler ears on the lower unit, if that's is what you call it.

The water stream that is supposed to come out from the motor isn't working. What should I be looking for to get the stream working?

spray of water out of the exhaust, if you mean out of the center of the prop is perfectly normal.....

A new impeller or water pump kit, about 75 bucks and it isn't hard to do yourself.

Also you may want to check the telltale tube to make sure it ain't clogged up.
Happens to mine when it sits for a while
