what year is this motor and is it a good geal

Mecury 650 / 65 hp. SERIAL # 1623104 what year he thinks late 70's
the guy said he got it to take the lower unit off and put it on his 75hp merc. he ran it in the barrel and then decided to put the lower unit back on the 65hp will that run on the 75 hurt the 65hp lower unit, if not are these good motors? he wants $400 for it running with controls.

That serial number comes up as a 1963. What colour is it?

this is it i think it says keikafer on the front so that would make it an older motor right? are there parts avail for this?
