New Mercury 4hp only runs with choke out

The engine is a new 4HP 4 stroke Mercury outboard. I ran it once a month ago with no problems. Unfortunately, it was put away without turning the fuel valve off and letting the engine run until until dry. (I am suspecting this to be the ultimate cause.)
Tried to start the engine a month later. It would run for 2 seconds and die. Did this about 10 times and then actually started but would run only if the choke was out. Push the choke in and it dies. Ran the engine for at least 5 minutes this way hoping that would clean things out. No change.

What is the best way to proceed? Can I just unbolt the carb and spray carb cleaner into it or is there something else I should be doing or checking?

I would appreciate any help anyone can give. My daughter's birthday party is next week and she wants dingy rides. The service center says their turn around now is a week and a half!

Get a manual and clean the carb.

Is this to be expected for an engine with 15 minutes of run time? Is there a way to prevent this in the future?
