Is it a starter motor

I just replaced the battery, and yes it has a full charge. When I start the starter goes RRR (for one second), stops (for one second) and then starts right up. Should I be worried

A little better explanation would help. Are trying to say that the engine turns over for a few seconds then stops only to continue to turn over and start up all the time you have the key turned to start? If that is the case then it sounds as though there is a connection problem somewhere.

Yes you should be worried but no more than any other time you have a problem with a boat. Sounds to me like you've got a bad connection or bad brushes in the starter. Clean and tighten everything from the battery to the starter then give it a try... worst case, take the starter off and take it apart. The end where the brushes contact the armature should be very smooth and polished looking....no black pitting.
