It all depends what it's made of. If it's a polypropylene plastic, like some of them are, it's possible to weld them, using a stick of the same material and a propane torch. You can google polypropylene welding and find resources. You might also check in your area and see if there's someone who does it.
Polypropylene is kind of waxy feeling stuff. Nothing much sticks to it, except more of the same when melted. It's pretty popular for small boats like your pedal boat.
I was also thinking along these lines. I remember as kid seeing a toy where they welded plastic parts togther using a stick of plastic in a toy drill as a sort of welding rod. Heat from friction of the spinning rod melted it together.
Is there a way to detrmine what type of plastic it is? The waxy feel seems about right.

2. Take a small sliver or shaving of the material to be welded and light it with a match,observe the flame and smell the smoke.
On PVC blackish smoke and acrid smell
On Polyethylene no smoke, the material drips like a candle and also smells of wax
On Polypropylene no smoke, the material drips like a candle and smells of burnt oil
On Polyamide no smoke, pulls to form thread, smells of burn horn
On Polycarbonate yellowish sooty smoke. Sweetish smell
On ABS blackish smoke, soot flakes, sweetish smell
