I am rebuilding the carbs on a 78 johnson 115 V4. The manual states that there are two different jet sizes for top and bottom. The carbs on this engine have a flat head screw with o-rings on either side of the top and bottom carb to gain access to the jets. Is the manual reffering to the top and bottom carb havin diff size jets? Are both of the jets the same size on the top carb, and both the same on the bottom carb? Thanks in advance for any help

Both should be jetted the same. The high speed jets, the ones inside the lower bowl screws, all 4 for both carbs should be 68c's. 67c's are ok if you run the boat mostly in lakes around 1k-2.5k elevation.

The idle "orifice" jets I had on my 77 140hp were 4 different sizes 27,28,29,30
The 4 high speed jets are 68. On mine 27,28 were on the top carb,29,30 on the bottom, also starboard & port sides are important for the jets.
I hope you wrote down which jet came from which carb position, that's were I screwed up and had to do some investigating.
To quote Ezeke from my posts.
Go to the on-line store, click the diagram, look up your specific model, look at the carburetor diagram and click on the number for each orifice.

Or, buy a service manual. The orifice numbers are listed in the specification pages near the front.

UPDATE:
removed idle orfices last night, 1 at a time, there ended up being a piece of trash behind one of them. Re-cleaned them , and syncronized the carbs. Running like a champ now. Thanks for the help and links guys!:D
