Tilt/Trim diagnose

My first stern drive motor. Always felt comfortable with outboards, and then I got talked into buying a I/O.
1989 OMC Cobra.
The tilt/trim just clicks when I push either up or down. I believe there is only 1 of 3 solenoids clicking when I make this attempt. A little hard to be certain, but I can feel pretty clearly when I tested this way.
All solenoids have power going through them, (just don't know how to test with anything other than a test light).
I have cleaned all contacts thoroughly and checked all fuses except for the breaker. Cannot find.
All advice/help appreciated.

What engine, and are you sure the engine is 89? Got a model number for your engine?
As far as I know 89 OMC's didn't have 3 relays for trim and tilt.

Sticker on this motor. 2 Model #'s show. 3.0 litre.

I needed the schematic and almost bought a shop manual just for it.

Problem found.
Water in tilt motor. Need to replace/rebuild.
Frankly, I wish this was 89. Finding all the in line fuses is a pain in the a@#.
