i recently bought this boat haven't taken it out yet, so today i was checking it all out (plugs, coil, pump ect) and while messing with it started it up, with the motor cover off, and realized one of the external ports on the carb was just pissing fuel into the motor case... (99 mercury force 40 outboard) i took some pics hoping some1 could tell me why the hell its doing this!

here is the hole fuel is coming out of...

Disconnect the battery and the fuel line from the engine!
Pull the fuel bowl and check the float and see if it is hanging up or if the float level is off letting too much gas continually flow to the carb, check the carb and see if it is dirty and in need of a good cleaning or rebuild, not difficult or expensive to do if needed. max!

I have a 99 40hp as well. Mine has done this twice. One time the float was out of adjustment. It must sit level when turned upside down. The other time I needed a new inlet needle. Now once a year I go through the whole carb - disassemble - clean - adjust float - install new inlet needle and seals - reassemble. I takes about 20 minutes after you get used to it.

i took apart the float and all that and cleaned everything out, and its still doing it, it flows out like theres fuel running straight threw it... theres also the main fuel line, but also theres a little selonoid with 2 fuels lines on it, 1 running to the flange where the carb meets the motor, and one on the bottom of the bowl.... anymore suggestions...

The solenoid you are talking about should be the choke. It will have 2 lines with both attached to the bottom of the carb. The choke will let gas bypass the carb and go straight in at the rear fitting. I do not think the choke is the problem as it cannot cause the problem you are having. I still suspect the inlet needle being bad or float not adjusted correctly. I could be totally wrong. Look at this picture of the carb. The inlet needle is part 4. The rubber on the tip can be out of shape and let all kinds of fuel pass when it should shut the flow off.
