As a Canadian who achieved their Pleasure Card last year, 2 year prior to legislation requiring it, I'm onside with making this meaningful. Most is on navigation and not on proper etiquette or even as someone else pointed out, the basics of boats. Its great to have a motor boat, but knowing the basics of how it works, how to trailer/tow, and safely enjoy the waterways should be part of the education.

If you want gov't enforcement, the price goes up, the quality is lost, and it will be done half *ssed.

My Minnesota Driver's Licence has an endorsement for motorcyles. I had the same in California. Minnesota required me to take a 100 question test to transfer the endorsement.

Instead of a separate boating license, how about an endorsement on your driver's licence. To get it, you take a written test at the licensing agency, just like the test for the motorcycle endorsement.

That sounds workable. No test required until it's time to renew your current licence or if you're a new licensee. After four years or whatever the licence renewal interval is, everyone who boats has to have the boating endorsement.

Study the little booklet, take the test and you're done. Minnesota already has a boater's guide booklet that's free for the asking.

CATransplant, You make a excellent point. If all states had a boater's guide, and gave tests that you would have to pass to be able to operate a water craft in ones State, may verry well be a good thing. Autos have to have insurance, why not boats. If all or states did this, it should put every boater on the same playing field so to speak.

I don't what good any rules will do. Here in Ontario they passed a law for cars, get caught doing 50km over the linmit and it's an automatic street racing charge with up to a $10,000 fine plus lose your license and impound your car, if this was a real deterrent then why did the OPP (Provincial police) hand out 150 of these charges this past long weekend?

We have the marine version of a boating license here in Ont now and next Sept 2009 it will become mandatory across the board for anyone at any age to drive any motorized vessel....think it will change anything???? (I don't) stupid people will always be stupid!

Hey, What I hate is loose PARENTS that let there kids take the boat out with their buddys, having no regard for anyone!!!Oh my darling wouldn't do that. BS. WAKE UP!!!!! Go out to the lake sometime with someone they don't recognize and see what happens. I'll bet you'll be suprized. In one ear and out the other right. Just wait til someone gets hurt, then its too late.

Most BOATERS I've encountered in both bays and lakes are respectful to eachother. The problem as you pointed out are the kids that just don't care about anyone. JetSkiers and Rich Kids with daddy'd $80K wakeboard boat are the absolute worst. Here in Texas, they will cruise right within 30ft of a jon boat anchored out fishing. The jet Skiers get even closer. Makes me sick

Laws without enforcement is a tradition here in the US.

I agree, jerks shouldn't own a boat and kids should be seen but not heard, but to place Sheriffs or CG's on every lake and river won't work.

So how do you "smack down those who think there the only ones on the water"?
