Ok, I've done everything on the outboards troubleshooting guide, on the Outboardparts.com troubleshooting guide explains fo me to do this "On 4 cylinder engines the bias circuit is internal, therefore the only way to verify proper operation of the bias circuit is to index the flywheel and check the timing on each cylinder. If the timing is off, replace the packs." when the engine has spark on all cylinders but won't run. My question is how do you index the fly wheel and check the timing?

I am sorry but I don't have a clue to what your asking, never been to the site your using, we use CDI or Mercury tests only. If you have spark on all cyls. then if the firing order is right, which is controled by the trigger being connected to the switch box properly, compression and fuel the engine should run.
