problems starting and stalling when in gear

any help would be nice. i am posting this for a friend and a little history....
83 70 hp johnson outboard motor
this motor and boat has sat for about 10 yrs till a year ago. Motor ran pretty well untill the oil seal went around the prop. He found a cheap backyard mechanic down the shore so he takes the boat there. he replaced the seal next trip to the water headgasket blown. backyard mechanic put a new headgasket on motor. ever since the boat has never run the same. sometimes it seems to run fine out of the water but as soon as you put the boat in water and in gear will stall or after we already pulled it out of the dock. here we go waving for a tow from passers by. 3 time already!

This so called mechanic he take the boat to all three time said the boat was ready to go. he said he cleaned the carbs replaced the plugs checked the coils put in new fuel filter.

he may have done a few other things but i am not sure. this guy called my buddy and told him that his motor is internally damaged and he needs a new one with no other explaination, except for i have 2 used motors for sale.

well now i am involved with alot of mechanical backround but no outboard motor experience. any advice would help.

my to do list is......
check compession
check spark from coils
try to add fuel to carbs manually with sprat bottle

first check the compression and spark, on all 3 cylinders. hopefully the compression is over 100psi, and within 10% of each other. spark needs to jump atleast 1/2 inch. if this is good. either the carbs jets are still dirty, or the idle speed is set too low. it will start and run fine on muffs, but in the water there is back pressure on the exhaust, and has to idle faster, to overcome the back pressure. also possibly, the motor needs to have a link n sinc done, this coordinates the spark advance and the carbs so they work together properly.

well finally made it down the shore to look at the boat. checked compression and spark....good I found a peice of plasic bag stuck in the reed valve for #3 cyl. pulled the carbs off and inspected also cleaned the carbs. after that motor started right up so we went for a ride to the water.

i ajusted the idle to where i thought it sounded good but it still stalled when putting into gear. so i bumped up the idle a little more and it went into gear and didn't stall. the idle seems way too high to be putting it in gear like that can anyone help me out with what rpm it should idle at? and why it needs to be so high to get into gear without stalling.
any info would help
