Getting the very best from my 1982 60 hp evinrude Johnson

I an a new boater looking for some tips on getting the performance from my 17ft smoker craft with 1982 60 HP Evinrude

I am looking for consistent starts
good overall power for towing tubes and fishing

right now WOT RPM is around 4000 and my gauge is showing 20mph at WOT is this the most i can get? I was hoping for more

what is your present compression, have you check spark should jump atleast 1/2 inch. carbs have to be clean, link n sinc, has to be correct. you have to have correct compression, spark, fuel/oil/air mixture. you also have to have the correct set up between motor and hull. proper engine height, tilt angle, and correct prop. you first need to make sure the motor is healthy, then we get into proper setup.

how would you adjust the height of the motor? I understand how to tilt but height adjustment?
is there a way to clean the carbs with out taking off and disturbing the link and sink. How do you check the link n sinc

if you want competent advice answer the questions ask, then we go to the next steps. right now you either have a sick motor, boat or set up. we can't make it well with out info, you are the eyes and ears. this is called trouble shooting, to say money and not waste time.

the spark jump is very close to what it is supposed to be about half inch. The have yet been unable to do a compression test, hopefully tomorrow. I will clean the carb but i am concerned about setting up the proper link and sink don't know how to do so? please help with the link and sink procedure what should the spark advance be for the timing. let me know if you need added info i should get compression results tomorrow

I had an '83 Johnson 60hp, 2-cylinder. Had been rebuilt about two years ago, compression was around 150psi per cylinder, ran it with Champion plugs, mid-grade fuel, West Marine's Premium 2-stroke oil and some of the new Marine Sta-Bil. Motor was on an '83 Cobia SunSkiff 156. Oh, and the motor had a Stingray Hydrofoil on it.
With a full load of fishing gear, safety equipment, cooler, 12 gallons of fuel, me, and my teen kid, would run darn near 30mph at WOT and we'd cruise all day long at around 25mph.
