40 hp Mercury question

I have a 40 hp Mercury 2 stroke elpto on a 18 foot pontoon boat. I was using it the other day and was near full throttle when I started slowing down, but engine remained at same rpm like it was slipping or something. I pulled back on the throttle and it started going forward again. The water was kind of choppy. I've noticed that it really never planes out when I use it. Anyone have any ideas what my problem could be?

You have a spun prop hub. In between the prop and the prop hub is moulded rubber, that rubber is there to absorb shocks so that the gearbox is protected.

A 40 hp on an 18ft toon boat will never plane, no way no how.
