I would look at the linkage between the top carb and the bottom carb.
The metal rod, linkage rod is connected using nylon fittings, they get old and brittle with age (sort of like I am) and can break easily.
If someone was tinkering around under the cowling it is easy to break or disconnect one of the linkage connectors.
It would idle great, but not much power under load as you are only running on one carb, the butterfly is not opening on the other. That would be your bottom carb not opening.
I think you were asked this question about carbs opening in an earlier post.
