You should not use starting fluid. Instead, push the key in while you crank the motor and it will supply the extra gas to enrich the fuel when the engine is cold.

Check to be sure that the little red handle is lined up with the cylinder on the primer solenoid.

It is possible that the lack of ventilation on the tank may have damaged the membrane on the fuel pump. See if you can keep the motor running by keeping steady, gentle pressure on the primer bulb.

Tried which? What else have you tried?

You are running out of fuel so you have to figure out why.

Can you keep the engine running by pushing the key in?

"i give it gas with the key and it runs but as soon as i stop it turns off" sign that the fuel pump is working, but fuel not getting thru the carbs.

the red line is lined up with selonoid and yes if i push the key in it does stay on, it will try to turn off as soon as i let the key out, if the key is pushed in it does stay on, but it wants to turn off

That you can keep it running by ramming fuel into the intake manifold by pushing in the key tells you the fuel pump is working and you are ok up to the carburetors.

You may have a sticking float valve. Your idle and mid carburetor capillaries may be clogged.
