life vests

Hi, it may sound stupid but I was wondering if you have to have life vests on a 12' inflatable rigged for scuba (what I meant is that all on board has a BCD that can be used as a life vest)?
Also what are the must to have items you guys have on your inflatables while going for scuba diving, for safety ?

You must have US Coast Guard approved life vests on board for each passenger. Those words must be written on the vest for it to be valid.

Keep in mind, those laws are different state to state! Floridas are way different.
