Carb Rebuild question

I'm stripping and cleaning the carbs on my 115 (1996) BETO. I've done it a couple of times before and doing it as i think i may have a sticking needle valve.

My question is this - the seloc manual shows that there should be a gasket under the cover to the Main Air Jet. The engine has been running fine without one, should I put one in or are these sometimes left out for some reason?

I've had the engine 3 years and its never had a gasket there. It is the same in both carbs.

the US market motors have a gasket,why? I dunno its kinda usless except maybe to help seal water from dripping past the cover
