1957 12 HP Elgin Needle Screws Setting

Can anyone tell me where to start with the mix/needle screws on a 1957 12 HP 2 stroke Elgin. The motor really wants to run, but I can;t seem to get the little screws on the front of the motor set right to get it to start at the start position and run any lower than about 3/4 throttle. Plenty of spark and seems too much fuel.

57 West Bend/Elgin initial settings for both needles is 1 turn open from gently bottomed.Final adjustment warm at apropriate speed.

Look for a brass screw going straight down into the top/center of the carburetor. That is the idle tube. Remove it and you will find a very teensy hole in the side of it. The idle fuel goes through that tiny hole and if it is obstructed, it won't idle.

Mixture needles are somewhere around 1 1/2 turns for slow (upper)and 3/4 turn for high speed (lower). Those numbers are just to get you in the right neighborhood. Final adjustment on a boat in the lake.
