Johnson v-4 90 - oil seals

I want to change the oil seals of the lower unit, but can't pull out the bearing casing.
I removed four bolts and try to pull the casing out by fastening bolts in both threads against a washer pushing the outer wall of the lower unit so far without success. I am using a torque wrench and applied 30 NM.
Please help by advice - how far can I go fastening and is there any thing else I should do - hammer, heat or s.m.e. thanks.
