It sounds like you may have an old 1941 ? 1953 Johnson 5. The TD (& rare TS with exposed starter sheave) had the water pump & impeller mounted down low in front of the propeller and rotated by the prop shaft. You will actually see that there is a removable section there. See TD_legend below.
For 1950 Johnson added a neutral capability onto the TD. It was now known as the TN. It is easy to spot the difference between the TD & TN by the neutral lever up top beside the starter handle. Since it was possible to have the motor running without the prop shaft turning (i.e. neutral), the water pump had to move from the prop shaft to a spot above the neutral clutch. At that time they also switched to the variable volume pump that had the flexible rubber blades. See TN_legend below.
These impellers on the TNs are similar to the common impeller used on the later 3, 4, 5?, 6, 7? etc. but need to be modified slightly. Check out this useful link:
