1994 70hp not enough fuel?

my 70 hp at idle is not running on all 3 cylinders, as soon as I give appx 1/4 throttle (more gas) she clears up and you can feel/hear all the cylinders firing then.
what is causing me not to get the correct amount of fuel at idle?

thanks guys ordered new carb kits and will install tomorrow, will squirt slow speed out with carb cleaner (unless otherwise advised) and report back

Use compressed air and a very fine wire.

ok will do on wire and air
correct me if I am wrong on the correct setting of low speed jet when I reassemble, bottom the needle out and back out 1-1/2 turns?
