The exaust riser most likely has a hole in it, remove and inspect for holes and any wetness. that allows water to foul #4 plug.

Welcome to the 'not-so-professionally-installed' club. We're growing in membership by the day.

I'm replacing my transom becasue whoever installed the transom plate bent the gasket and let water leak in.

Glad you found the problem quickly.

You have another post about your manifold needing to be replaced, if you have water in your cylinders drain the manifold-risers take the spark plugs out crank the engine, water will shoot out. I would then spray inside the holes with penetrating oil to prevent rust then replace the manifold and risers right away.

Did you remove the riser to check for holes yet?
The longer water stays in a engine the higher the repair bill.
