I don't think the rect/regulator has anything to do with the ignition at all.
You need to run some tests, per the manual.
Do you have Champion QL78YC plugs?

Have you checked that the timing linkage is advancing all the way at WOT?

I have a 1995 150 rebuilt all 6 carbs last year and it has had WOT RPM similar to what you stated. Swore the carbs were perfect. Worked on it for countless hours before checking them again. Removed the bowls and found a chunk of crap in them. They were evidently clean but the hose had crap in it.

Check your carbs!

thanks i'll check them again and check over wiring. but the tach issue still bugs me. it works fine until it gets to 4800. once and awhile it will rise a couple hundred rpms. not often though. checked all grounds and connections at battery. this is the third tach. the others just quit working. i not knowing that there may be another issue.
