I'm assuming that the other jumper cable was from the negative battery terminal to a good ground point on the block? If you had that in place, and jumped the positive side directly to the starter stud, and the battery is good (it's brand new), then the starter is not good.

He tells me he bench checked it and it worked fine, I'm starting to question him though.

A couple "far out" questions for you ...

If you grab the drive assembly gear and pull it up while rotating the armature shaft, does it extend far enough to fully engage the flywheel teeth?

Is it even remotely possible that he gave you back a different starter than the one you took him to rebuild?

Did the starter that you took him to rebuild ever work as it should on your motor?

I believe I'd pull the starter off and take it back to the guy that rebuilt it ... and watch while he bench tests it. When power is applied to the starter, the drive assembly should "pop up" to the full distance away from the starter housing.

Resolution!

I'm embarrassed to admit it but the battery cables were swapped. For whatever reason the last owner had but red tape on the neg wire and black on the positive. When I was installing a new duel batt system this spring I didn't catch it. Admittedly... I am an Idiot.

There are many posts on here regarding damage caused by reversed battery cables, mainly the damage to the regulator/rectifier.
Be prepared to trouble shoot more problems from these reversed battery cables.

Didn't you say that you tried going straight to the starter with jumper cables? I would have thought that would have revealed the problem!
