cavitation on Hobie Power Skiff

Hi folks. I have a 16' Hobie Power Skiff, 60hp Merc Ob with a Dole Fin, that I bought last summer and use in Long Island sound off Old Lyme CT. In smooth water the boat is great, hops up on plane, handles great, pretty quick. The problem starts when the water gets choppy which is a lot of the time. The prop will not dig in, will not plane out even if I feed in the gas slowly so you have to go real slow to get anywhere. Motor seems to be rigged alright, cavition plate is about even with the keel. I play around with the trim, put on a new prop (Piranha) after I was told the old one was loose on the spline and it was spinning under power. Nope.
So any ideas? I

i would get rid of the dole fin, for starters. more load to the stern.
