No screw plugs are screw plugs and are screwed in fully

There are no mixture adjustments on that carb

WOW, no needles?

I've read that thread a few times but figured that there should be needles that screw in like on a car. Just couldn't figure where they were by looking at the carb or exploded views.

So is there adjustable needle valves or not and where can I find them if there is?

Your carburetors have all fixed jets. See 3, 7, and 13 on the carburetor diagram for your model: http://shop.evinrude.com/

The only adjustment is synchronizing the linkages.

So my new service manual is supposedly in the mail.

How do I adjust the mixture or idle on this?

you do not adjust mixture!!!! you have an idle speed stop screw on the throttle linkage, it all will be covered in the synchronization section of your manual. this is a step by step process, that synchronizes the timing, spark and fuel/air mixture, so everything works properly at the same time.

it is a 2 stroke motor nothing like a car engine.

sorry but that is all you can do, change the lower unit oil while you wait. and again before the first freeze. use new washer on the vent and drain plug.

Changing lower unit oil

There are 2 straight slot screw on the starboard side of the lower unit. Top is vent plug, bottom, drain and fill plug. ( do not touch Phillips head screw).

Remove the bottom plug, put container under lower unit, now remove the vent plug, while the oil is draining, replace the seals on the plugs part # 311598, buy several of these, ( they are a one time use item)

Walmart and many places sell a little hand pump. To use to fill the unit, you insert the tube into the bottom hole, and pump till oil reaches the vent hole. Install the vent screw, then remove hose, install the drain-fill screw, clean up mess.

The screws can be hard to get out, do not mess up the head. You may need to employ an impact screw driver to break them loose.
