Basiclly all you need is a drop line, little egg sinker above the swivel, flounder hook, seaworms, no need to go any deeper then 20', gravel or sandy bottom. And if you want, a can of kernel corn well drained, chum the kernel corn, if no current will go to the bottom under the boat.

Where I live you are allowed eight per day per person, no more five gallon bucket full.

what works best for me is two hooks weight on bottom. place hooks 2 feet apart. one at bottom and other above it. use worms, plastic tubes, or squid with skin removed cut into lengthwise strips about 1'' thick and fork the ends. find where the shelf is and drift along it and don't yank on first strike.. wait for the second.

This is the "high-low" rig we also use on Cape Cod for surf fishing.
At least one of the baits is not crab food.

Catch more flounder and less skates.

When anchored you will generally catch more skates then flounder.

In a no wind or light wind situation, you would be better off drifting with your bait bouncing on the bottom. Use the least amount of weight to keep your rig on the bottom. Some old time flounder fishermen would take a heavy weight and bounce it on the bottom around the boat to attract the flounder.

Don't worry about hook size. Go to local bait & tackle shop and mention that you want flounder hooks, they are long and thin.

You may want to inquire about fluke fishing at the bait & tackle. That is another flat fish that they have in Jersey.

Since you are from the west you may want to get on google look for a tackle shop in Jersey and give them a call.
