Sounds to me like its loading up, then you open the throttle and the excess fuel gets splashed up on the sparkplug. How are the plugs?
Have you gap tested the spark? should jump 3/8th inch gap.
Have the carbs ever been rebuilt?

As my colleague advised, look at the plugs. Is one plug wet, the other dry? If so then the problem is likely electrical. Crank it without starting and check the spark with the plugs out.

it could be 2 things. you have an adjustable low speed air mixture. also if you mostly troll, open the gap on the spark plugs to .035 or .040.

First, if it's a gapless plug get rid of it in favot of (old nr.) L77J4-i.e., change the plugs first. Second, get an OMC repair manual (Ebay) and check the primary and secondary coil windings, sensor, and charge coil with an Ohm meter. You can't check the powerpack with an Ohm meter, nor can you check for coil or plug wire shorts to ground under high voltage (so look for cracks in coil insulation and fill them with silicone seal, inspect the plug wires for brittleness and cracks)).
