Have you verified good(blue) Spark?
Does your pump ball get hard when pumped and stay that way?
Have you tried spraying a little pre-mix into the carb to start it?

I just got my 6hp running last week.
Carb was dirty, trash blocking main jet
Points were way to tight.
Once these 2 things were corrected and the fuel pump confirmed ok, it fired right up.

Fuel pump is bad - may be leaking into lower cylinder.

Side note: were you on the Sierra boards? nascar forums?

yup, perforated fuel pump diaphram leaks into the crankcase, floods the bottom cylinder.
