35 hp Evinrude will not start after winter storage

I laid the motor on its side over the winter, now it comes time to start the unit and after going through the usual things I did last year, it will not start. have added gas mix to the cylinders, to the carb. and get no response. we have spark at each plug. HELP!!

What model of 35 hp do you have? There is an enormous difference between different year periods. We need the information before we can give you much help.

rope, electric start? tiller, or console steering? you sure did not tell us much.
