Control problem!

I recently purchased a 1991 Bayliner Capri. Force 120 outboard. I took it out on the water recently and found that the throttle control did not respond as expected. I could get the boat moving forward, but advancing the throttle did nothing until it was approx 70% forward at which point it kicked in at high power. The opposite when trying to slow down. It seems as if it was all or nothing. To get it back into idle I had to force it into reverse and then forward a notch. The movement into either forward or reverse was stiff and clunky. Controling the boat as we were getting back to a very busy dock was a nightmare.

Any idea what is going on with this and what I might need to do to resolve the issue?

It may not be a control problem, but rather an over lean mixture. See how many turns your idle needles are.
