1976 Mercury 200! HELP IM CONFUSED!!!

I've recently purchaced a 20HP 1976 Mercury 200. The bloke I bought it off showed me it running, but said the carburetor needs adjusting. When I got it home and started it up I found out why. The engine works fine providing you have about 1/4 choke out, when you push the choke in it seems to be starved of fuel and cuts out. Does any one have any idea how to rectify this.
