HELP no power steering

1989 Rinker captiva w/ 4.3 v6 mercruiser alpha one out drive. Ran in driveway with muffs engine runs perfectly and fluid level is okay but steering wheel effort is excessive. This may be a dumb question but does the boat need to be in water for power steering to work? What should i should check? Boat has a warranty just want to cover all my bases first.

It is no different in or out of the water, you may want to disconnect the cable on the engine and see if it is still hard to turn if so you will need a new cable.

You should check over your warranty papers before you touched anything.
Sometimes if you mess with it your warranty might be voided. Not trying to play the devil's advocate here but it happened to my neighbor. My$.02 :eek:
