I have a '61 Evinrude Lark III 40hp that has not been run in a couple of years. It will turn over easily (electric start) with the spark plugs out but barely turns over with the plugs in. Bad starter? Any suggestions will be greatly appreciated.

Weak starter or bad electrical connections...clean the pos post and ground wire...if no improvement, your starter is fading.

After getting the battery tested, clean EVERY connection between the battery posts (both of them) and the starter/powerhead ground connection. Make sure there are no nicks in the cables; internal cable corrosion starts there. There are troubleshooting procedures in the "top secret" post at the top of the forum.

Thanks for the advice. I unhooked the cables from the starter and tried to jump start directly to the starter. It still would not crank over half a turn with the spark plugs in. Does that sound like it confirms that the starter is weak? Thanks again.

Could still be a dirty/corroded connection. Have you checked them all? If it's still weak after that, you need to start looking for a replacement.
