I am looking at a few boats in that size and some ahve 220, others have 240. Specifically I am looking at a regal 2300 lsr with a 240 hp 5.0 efi with a bravo 3 dual prob. Is this enough power?

Either one is plenty. Wakeboarders are among the easier things for a boat to tow. Wakeboards displace so much water the rider can get out of the water and on plane at a very low speed, which in turn allows the boat to accelerate faster.
I wouldn't expect much of a difference at all between 20hp with a boat that size.
