99 150 vmax won't shift

Just replaced my broken L/U with a rebuilt one and now it wont shift. If I pull it apart and shift the linkage works fine and the sleve that mates to L/U moves fine. If I try to manually turn the spline on the L/U it doesnt seem to move very much and you have to wiggle the prop and turn at the same time to get to go neutral. Ihope that makes sense... Any thoughts other than a bad L/U? P.S. I already sent it back once and they reurned it saying it's fine.

with the case off the shift should move freely to any gear.
it will have a detent that has to be overcome but its not that hard.
most lily your not getting the correct spline alignment when trying to reassemble.

With the case off it ( the spline on lower unit)is not turning, should i really crank on it? I dont want to break anything... at least not make things any worse.
