Time for a new water pump.
You are using a garden hose connected to a set of muffs aren't you?

OBTW welcome to iboats.

Poured water down the the hoses????

Do you have the boat in the water when doing this or at least on muffs with the garden hose turned on?

Water just sputters out the back two holes just under the powerhead. This not to be confused with a tell-tale where you see a solid stream. These two holes are for pressure bypass/relief on the exhaust when the boat is in the water (I think to make for easier starting mostly, but not sure).

If you are running the engine out of the water and without muffs, you've probably ruined your water pump and perhaps far more.
