HELP! My 115 Mariners is up and down 2+4 cylinders...

I have a 1996 Mariner 115 4 cyl 2 stroke (2+2) outboard.
It starts and runs fine at idol...but is back and forth on the 2-4 cylinders all the way up to 4300 rpms. It jumps at 1,400 rpm...as it should.
I have checked all the filters and lines as well the wires to the boost pump.
Anyone know how to solve this riddle?

My 95 was doing the same thing last year. I ended up cleaning and rebuilding the carbs which fixed the problem.
