2003 150 johnson px model running HOT!!

I just replaced water pump, t- stat & sensor. Still running hot with lights showing early. I removed t-stat and no signs of water coming through head. Water flows good out the back but is hot very quickly. what could be preventing flow through t- stat housing ? Thanks for the help.

It is a saltwater. It was doing same prior to changes.

Could the heads be stopped up?
