Is there a troubleshoot FAQ for no spark?

I recently replaced my rotor - cap- plugs- and wires. I no longer have a spark coming from my wires. I am looking for the most efficient way to troubleshoot not having a spark. Here is my set up

check battery connections, all wire connections for corrosion, breaks, loose connections. all good, make sure battery is fully charged. check for full voltage on the + side of coil. start there, come back, let us know.

Did you change your points and set them properly with a dwell meter?

What should i use to check the voltage on the coil (pardon my ignorance) I have never dealt with ignition systems before. Is there a cheap mechanism I can buy at the parts store or do I have to shell out for a volt meter.

should be able to get a decent multi-meter at parts store around $20 or so. having multiple uses in one meter will prove valuable.

When cranking my engine my coil is reading 9.65 on my multi-meter. What does that tell me?
