Easy to jumper the starter.
Positive Battery cable to starter solenoid, negative battery cable to engine block.

Motor runs on a 24:1 gas/oil mix

To get your best and most accurate compression readings, I would lube up the cylinders real well, by spraying WD-40 into the cylinders heavily then cycle fuel through the system, until it gets worked in around the rings. If you test when things are dry, then you won't get too true of a reading. Retesting it after it has ran once is also another good measure. If it has the compression release valves on the head still, then it would be a '60 -'61 model. '62 and later was redesigned and didn't have those and they were a lower compression engine the the earlier ones.

That Engine has a vacuum cutout switch on the side of the motor. Disconnect black wires from that and see if you have spark. If not your going to have to pull the flywheel to see whats going on. Let me know
