Mercruiser power steering problem

Okay here goes one more time with this thing. I have a 1990 Sea Ray Mercruiser Bravo 1 I blew the motor and bought a complete 1999 7.4L MPI and sliped it in place of the old. Difference between the two old 7.4L carb new 7.4L MPI serpentine belt. I used all the 99 stuff except the old style actuator. now what it does; the out drive takes off to the right hard or Left turn Clyde! It would be great if I were in nascar. I have tried almost everything. bought new (old style actuator) ajusted the actuator, tested the pressure (1200-1300). My questionnow though has to do with the hose's the 90 to the 99 the fittings were different we went with the 99 and had different ends put on. Does anyone know if the hose size's were differnt between those two? if they were would that make the difference and force the outdrive to one side? any help would be great. Thanks

I am using the old style one that came with the boat. 2nd pic. Thanks

You adjusted the actuator, that means????
did you adjust the balance valve ?

Yes. we adjusted it and when we did that we were able to get it in the center then it would take off left then slam back to the right. it would never hold. It acts like there is a ton of pressure in there. But we checked the pressure and it was around 1300. I was told the pump should be around 1500?
