Yamaha 9.9 F9.9SJ Starting Problem

I have a 1986 Yamaha 9.9 4-stroke, F9.9SJ. I have to take an oilcan and squirt gas into the intake to get it to start. After that it goes into enrichment mode till the motor warms and then idles perfectly. High speed is not a problem and it will start first pull after this and possibly when cold a few times before requiring a squirt of gas into the intake to start. The plunger is in the up position when the problem occurs. Any ides on the first thing to check?
I do notice two rubber tubes attached to brass fittings on the carburetor; one is open to the atmosphere, one to a tube, is this normal? I was not able to find anything showing the location for these tubes.

The same problem occurred this morning. If there was a primer button the problem would not exist. Any suggestions?
