Should my prop do this?

I have an 1983 Mercury 50hp. When its in N the propeller spins freely. When its in reverse, the prop is very stiff to the CW and CCW. When its in Forward, the prop is very stiff CCW but you can turn it very easily CW. It clicks every 1/4 turn or so (as it passes gears i assume). Is this a safety deal in case you hit something in the water or should it be stiff both directions like reverse is. If so, whats the diagnosis?

When you are turning the prop against stiff resistance, the engine is turning. If it should fire, you would be instantly handless and maybe headless.

I beseech you, get a manual, and read the safety pages first, and often.

I knew you could hand prop an airplane, but an outboard? Hmmmm!
