restricted to low speed unless primer solenoid is touched

Ijust got a 1994 Johnson 70hp outboard on a 17? KestWest cntr console.
The engine revs high but runs extremely slow, until I move the primer knob on the primer solenoid at the same time the throttle is put completely forward. Then the boat runs top speed. Came across this by accident. I was told to use OMC tuner to rectify prob. But found the solenoid to be leaking fuel and the lever free spinning. I did replace solenoid but prob sill exist. The original position of the manual (Red) primer knob was parallel to the primer body( approx. 8 o?clock poss.) this was good for low idle but prevented reaching any speed above slow. If moved to 7 or 6 O?clock position (NOT) parallel the great for to reach top speed but stalls on ldle.
Thoughts? Fuel line to carb or linkage?

Thank you very for the prompt reply. I do appreciate the help. Great looking dog, I have 2 huskies myself which love the boat, which I plan to fix starting today.

Problem Fixed. The bottom carb was bone dry and not spraying any fuel. Took carb apart cleaned it with carb cleaner. Did the same for the other two carbs (just made sense to) and now it runs better than when I bought it. Thanks for this site, I can enjoy the rest of my summer. Hope this helps someone else.
